Not every service business needs everything on day one. Choosing the wrong first engagement wastes budget and patience. Use this decision tree as a starting point — proposals still depend on your baseline.

- Is the current site structurally unfit (confusing IA, broken mobile UX, impossible to expand services)?
Start with website development, often as a complete package if you lack SEO ownership. - Is the site solid but invisible for non-brand queries?
Start with SEO. - Is classic SEO underway, but AI surfaces misrepresent or omit you?

When the package wins
The package wins when a rebuild would otherwise hand a brand-new site to a separate SEO vendor with no shared roadmap. It is the default recommendation for service SMBs without an in-house SEO lead.
When a single line wins
- Website only: strong marketing ops/SEO already exists
- SEO only: templates and IA already support growth
- AEO only: technical/on-page SEO is healthy; answer-engine representation is the gap
